Video/DVD Policy
Kings County Library provides a limited selection of motion picture videotapes to patrons with a valid library card who are over the age of 18 years. Minor-aged patrons are permitted to borrow designated children and young adult videos.
Motion picture videotapes are loaned to eligible patrons for a period of one week. There is a Board approved Fee of $1.00 per week for the use of videotape materials. Additional fees will be imposed when videotape(s) are not returned within the loan period or when videotape materials have been damaged during the loan period. Fees for late return or for damages will be assigned to the patron's account and will be due and payable upon notice to the patron. Please consult the library staff for further information.
Adopted December 14, 1999 by the Kings County Board of Supervisors
The following rules apply to the use of videos & DVDs:
- The video fee is non refundable. If upon returning a video a patron reports that the video was not usable a credit slip will be issued allowing the patron a free video checkout. Patrons are reminded that material contained on video cassettes may be subject to Federal Copyright Law. These cassettes are for personal home viewing and may not be reproduced, nor shown to groups in public meeting places, halls, churches, etc. They may not be shown in the library, as such exhibition constitutes "public performance" for which we are not authorized. Patrons who ignore this caution are subject to any and all applicable sections of the U. S. Code. The Library is also subject to these laws.
- There is no limit to the number of videos or DVD’s a patron may check out.
- Patrons are reminded that the cassette must be rewound after use.
- Video cassettes are subject to sun damage and warping. Patrons should avoid leaving tapes in their cars or near sources of heat.
- Patrons are reminded that they are not to tamper with the cassette in any way, i.e. take it apart if for some reason it does not work.
- Patrons are advised that the Library is not responsible for any damage to patron owned equipment as a result of utilizing library owned video cassettes or DVD’s.
- Replacement cost for a damaged case (not the cassette itself) is in the FEE SCHEDULE.
- Patrons may not replace library purchased video cassettes with a homemade copy. It is unlawful to copy a copyrighted video cassette, and the Library cannot circulate "bootleg" copies of a video cassette.
Selection Policy for Video Cassettes and DVD’s:
- Videos and DVD’s are purchased to enhance the total library collection.
- No video cassettes with an M. P. A. A. rating of 'NC-17,' or 'X' will be purchased.
- The Library will emphasize the motion picture as an art form and concentrate on videos of classic motion pictures that represent specific genres, motion picture directors, award winning films, and performers at the peak of their careers.
- The library will also emphasize quality family films, television programming and documentary features as appropriate.
